Per tickets such as 1953211 or 2024960, when a user leaves employment with the university and their OneDrive was in use, their manager is able to access the OneDrive documents per a link sent to the manager.

Screenshots taken from ticket 2024960.
Per notes from ticket 1953211;
In the "Send link" option, choose "Can edit" to give permission to edit the files, or "Can view" to give permission to view but not edit the files.
Alternatively, right-click on a shared folder or file, navigate to OneDrive, and select "Manage access". From there, you can grant access to more people, change permissions, or remove direct access.
In File Explorer under OneDrive, right-click the file or folder you want to share, and click "Share".
Notes:
You can move or copy up to 500 MB of files and folders at a time.
When you move or copy documents that have version history, only the latest version is moved.
Please note, the purpose of this KB is to note that the manager of the employee leaving the university can access their OneDrive for 30 days to get files and documents needed for the department. They do not need our assistance, the link provided in the email notice. Once they can access this, they can also delegate access for the 30 ays to others.
